It is just a field for who can attune it, not how to attune it. It is to make it easier to pick items appropriate for a certain character.
Does it say that someplace? It isn't a searchable filter. Removing the "a" makes the field much more flexible.
If I were looking for an item and it said at the top "Spend time in sunlight" When I have a character that takes damage in sunlight ,I will know not to read further. Or I will know to pick the item with caution BEFORE looking at the rest of it.

Would it be possible to remove the "a" at the end of the statement "(requires attunement by a cutting off left hand.)"
For some methods of attunement, like the one quoted above, the "a" is not appropriate. The "a" is the default.

That isn't what that field is for. You are supposed to put a class, race, alignment, creature type, etc there.
The process required to attune an item would be listed in description. Like:
