I created a character recently and they have proficiency in Heavy Armor. Part of their starting equipment is chain mail, they have a +3 to Dex and +1 to AC because they are a defense fighter. All those considered, My character's AC should be 16+Dex+1, and since Chain Mail doesn't max out the Dex (chain shirts do), their AC should be 20. But when I add the chain mail and equip it, their AC is only 17.
Am I missing something?

I think you misread the AC calculation given for these armor. Chain shirt gives you an AC of 13 + Dex modifier (max 2), so you would have an AC of 15 with this armor (13, plus 2 from the dex, because even though you have a +3, the armor caps at +2). I believe you understood this part correctly.
On the other hand, Chain Mail gives you an AC of 16. Not 16 + Dex modifier, simply 16. There's no cap given to Dex because Dex actually doesn't apply at all. Your AC is 16, and that's it. I believe this is where your misunderstanding lies.

Chain Mail is a heavy armor and does not allow any bonus from Dexerity.
