So I am creating a Fighter, Edritch Knight, at 10th level. The Character Builder's 2nd page/Spells/Add Spells tab will not let me choose anything beyond 1st Level spells. Is this a known issue?

It's not an "idiot" fix. Most of the sheet and builder offers realtime adjustments: equip a magic item and the relevant stats update instantly without need to refresh anything. Since so much of the system works this way you automatically make the assumption everything will. Unfortunately, when you increase the level of the character while on the spells page it cannot do this - it's a coding limitation in how it buffers the content. So, even though the Class page will have updated the Spells page doesn't which causes confusion and naturally you would not think to refresh because you generally don't need to for almost anything else. It is therefore very understandable to think it is a bug.
When increasing the level of the character it is best to do so on the Class page first before you load up the Spells page. But, if you forget this, a refresh solves the problem.
