I'm trying to create a magic item that give the ability of a homebrew feat as well as other spells. When I try to add the Homebrew feat as a modifier but it isn't on the list. Is there any way to change this?
I've tried adding the choose a feat option but I can't seem to get that to work.
Just make the item grant the same things as the feat.

I'm trying too. I can't add this as an item modifier (Plus 4 to druid level when calculating wild shape abilities). If you can't, then why is feat an option under modifiers?
The homebrew system we use is a "lite" version of the tools the devs use to make official stuff on here - some will work for them, but not for us, some will have the modifier show as an option for all kinds but actually only works in a subclass or something.
The homebrew system was never originally supposed to be a proper homebrew system. It was opened up for our use due to public demand and impatience, but isn't a complete system and was never designed intentionally for homebrewing. As a result it will have odd behaviour - like a Feat modifier in a magic item that doesn't actually add the feat to the character when equipped.
They are revamping this system to provide a proper homebrew system - but it will take a long time before we get it.

Items cannot add feats.
Just make the item grant the same things as the feat.

There are also some homebrew tools that used to have more functionality, but were removed
