I have the master tier account and own all the rulebooks on DnDBeyond yet I have no option to share content with either of my campaigns. One member who is also in both campaigns is sharing content to both. Can I not share because someone else already is? Or is it some kind of bug with my account?
Anyone with a Master Tier subscription can activate content sharing for a campaign and then ALL participants in that campaign will have their content shared.
It's not just the owner of the subscription who is then sharing their content.
You could have a situation where a group of six people purchase a sourcebook each, then one of them activates sharing in a joint campaign and all the members would be able to see all 6 sourcebooks.
Just to confirm, the person who activated content sharing for the campaign can be listed as a player & does not have to be listed as the GM for that campaign?

That is correct! Any member of a campaign can use one of their sharing slots to turn on sharing for everyone, it doesn't need to be the DM. :)
