While they were not in the actual hardcover, there was an additional release of six backgrounds as a separate PDF. These need to be added, especially since we cannot create our own backgrounds. These include Black Fist Double Agent, Dragon Casualty, Iron Route Bandit, Phlan Insurgent, Stojanow Prisoner, and Ticklebelly Nomad.
With that being said, the site will need to support customizing backgrounds as discussed in the PHB under Backgrounds. (You see what I did there?)
At the moment you could homebrew the backgrounds in the system, shouldn't take too long. This wasn't released in the book, nor a full package like Tortles so not sure how DnDBeyond would add this, or if Wizards would allow them to.
Also, was it Wizards that put these backgrounds out? I can't find anything on the website, only from the http://dndadventurersleague.org site.

D&D Beyond FoundersThe PDF linked by the OP is Adventurer's League content and not officially published Wizards of the Coast content (as weird as that sounds).
If you want to use one of those backgrounds, please use the homebrew system, but don't hit the publish button!
