I am trying to set up my game so my players will have level 1 racial feats but one of them a dwarf doesn't have access to any feats except for grappler, firearm specialist and a bunch of unearthed arcana feats. I have the players handbook and xanathar's guide
the rest of my player have access to all of the feats that I have why is he unable to get them?
Is he making a character in a campaign that you've enabled content sharing for? Purchase content only appears for characters being made in, or already part of, a campaign with sharing enabled.

How do I see if content sharing is on
If you have a Master Tier subscription, you can enable content sharing for a campaign.
On the campaign page, there is a button labelled "Enable Content Sharing" as per the image below:
Once enabled, the campaign page changes to indicate this:
