I have a Master Tier subscription, sharing is enabled, and my players have cleared their cache a dozen times.
I recently purchased the PHB, the MM, and the solo adventure The Sunless Citadel. For the core rulebooks, I purchased the entire book, not just the compendium.
Nevertheless, my players cannot access the books properly.
Going to Compendiums/Rules/PHB or MM just sends them to the purchase page. Going into the Basic Rules gives them the entire PHB. Going to Menu/Monsters/Monster Listing lists the monsters.
But...they can all read The Sunless Citadel from the Compenium/Adventures link.
When looking at your campaign page, top left says turn on sharing. Make sure you have that turned on. If they still cannot access your purchased content, you should contact the D&D Beyond support site.
To piggyback on this question, If I'm a member of a campaign and I have purchased access to a rule book that the GM doesn't have, can the GM access that rule book? Does this require both my GM and I to have Master tier access?

No.
If anyone in a campaign has a Master Tier subscription and has enabled sharing, then all content owned by anyone in the campaign is shared with everyone in the campaign.

It seems odd to me that
A) The person with the subscription decides for everyone in the campaign if any sharing of content occurs or not
and
B) By default in-campaign sharing is not enabled.
