I'm trying to re-create a character sheet for my Level 12, Circle of the Moon Druid, but I only seem to get options for Circle of the Land. I've tried with all sources and just the PHB. I've tried by starting at Level 12 and by starting at Level 1, then leveling up.
I'm part of a campaign with the legendary package or at least I thought so. Didn't have problems with anything I've tried rolling until now. On the new character my choices for content were PHB, basic rules, and elemental evil.

OK, so you need you make sure that one player or the DM in that campaign has the Master Tier, and that the sharing is enabled. Otherwise the others can have all the Legendary bundle but you would be still restricted to the free content.
Content sharing within a campaign, only works for characters that are part of that campaign,
Is the new character created by following the "join this campaign" link?
Whilst you will be able to view the Player's Handbook and other books that are shared with you - the character creator only allows you to use them to create characters that are within that campaign.
I figured out my mistake. Since this was an additional character I had to add it to the campaign with the legendary bundle shared. I thought it was, but I was totally wrong.
My initial confusion was because the character wizard listed the PHB as a source and this content IS from the PHB, BUT the PHB option shouldn't have been there until I added the character to the campaign with the content.

Did you purchased the whole PHB or the Compendium only option?
