Our DM has the full subscription bundle, but we as players are unable to choose from the full content to create our characters for his campaign. For example, not all races are available, and only the Fiend patron is available for warlocks. When I tried leaving and rejoining the campaign I even got a notification that "Any data on your character that you acquired through your DM's purchases may be lost" but I didn't have anything outside the default free options available.
There is a button on the DM's version of the campaign page to activate content sharing. It's easy to miss.

As others have said - there are two things to check:
The person with the Master Subscription has enabled Content Sharing for the campaign. See attached image - they need to click the word in blue that I circled.
The players have followed the link to the campaign to create their characters. This will be something like ddb.ac/campaigns/join/9999999999

Are you editing the existing character in the campaign, or trying to make a new one?
The character needs to be part of the campaign to be able to use the shared content in the character builder
