Dragonchess Set and Three-Dragon Ante Set are not appearing as a background tool proficiency option for Urban Bounty Hunter in the character builder. I believe all the standard instruments are there though, but may be worth a double-check.
For reference, Urban Bounty Hunters can: "Choose two from among one type of gaming set, one musical instrument, and thieves’ tools"
It looks like the modifiers for Urban Bounty Hunter are hard coded into the background. Mods aren't able to edit them to add a PHB specific proficiency for Dragonchess and Ante. Staff will have to take a look at this one.
Urban Bounty Hunter should be able to select thieves’ tools.
Tool Proficiencies: Choose two from among one type of gaming set, one musical instrument, and thieves’ tools
But thieves’ tools is not listed in the drop-down of tool proficiencies.

I also noticed at least as of a few days ago that not all musical instruments were an option for Urban Bounty Hunters (specifically I noticed that Hand Drums were not an option) but I haven't dug into it further (and currently can't view anything in the character tab at all due to another bug)
I discovered my error and confirmed there is no bug on the Urban Bounty Hunter with regard to Thieves' Tools. My bad.
