i was under the impression that it was out 8 days ago, but i cant find it even though my order lists say i paid for it and i am confused :/ anyone out there who can walk me through it?

You don't download books on D&D Beyond, if that's what you're asking. Not yet anyway. When the app released for iOS and Andriod, you can download them there. For now, all purchased content is only available online.
Pre-order feats are available here and the portrait frames and character sheet backgrounds are available on the character sheet for DDB.

You can also access purchased compendium content by the menu (3 horizontal bars) on the top right of your screen.
Click Compendium-> Rules-> XGtE.
