to expand on that, for your players to create content using the compendiums that you've purchased, you need:
A campaign created, which you and your players are all members.
The campaign needs to have "content sharing enabled" (it's a toggle button on the campaign)
Your players can only access your content in the character builder for characters that are in the campaign, or by selecting "create new character" after using the link to join the campaign.
my players cannot create drow or hex blades. May be missing more.
Please check

This resolved the issue. I had misunderstood what that sharing would enable.
