Unfortunately there has to be a line somewhere for a minimum version of the operating system, that has all of the tools and functions that are needed for the team to implement this app.
That line was selected as iOS 10+ (for apple devices).
If the development team were to ensure that the app worked on previous versions of iOS, they would have to remove some of the features, then everyone would have a worse experience.
Then what about those with an iPad 1? Would they want it on their devices? What about devices before then?
It's unfortunate but this means you won't be able to use the app on your device, unless Apple release an OS update for it, to iOS 10+.
Please note that the iPad 2 was released in 2011 and is 7 years old now, which is a long time in mobile device technology.

I also have this problem. So spend $400 to use a free app. Or just use any Android device.
