So it's a tricky answer. So DND Beyond pays for the license for the official Wizards of the Coast D&D content. Wizards themselves put out those things, but it's not an official D&D Product, and therefore D&D Beyond doesn't use it.
The planeshift articles weren't actually made by the D&D team over at Wizards, they were made by the Magic the Gathering team. As such, they're not core content, non-core content, nor playtest (UA) content.
This means that unless Wizards of the Coasts changes the status of the content to be something that D&D Beyond provides, they won't be made available
I just realized the character builder has an option for mtg content and an option for noncore shouldn't it be on one of those?
You confuse, MtG and Noncore with 3rd party. DDB does not have third party things on their website (exception being the CR stuff since that is a sponsor agreement)
Noncore covers things the D&D part of WoTC releases that is not considered core content
MtG covers things officially made by the D&D part of WoTC that are in fact magic the gathering related.
Since those articles are made by MtG part of D&D they are not part of the agreement to have on this site. Nor are they made by D&D so they are not official enough for DDB to carry on their site.

MtG content covers the two official magic the gathering releases (Theros and Ravnica) while non-core covers currently extra life content.
Planeshift content has not been officially released in any capacity, so is not available under either of those content options

well they have homebrew on it so why not plane shift
Because Wizards of the Coast hasn't requested that D&D Beyond make it available
