I don’t know that there is a place where they are defined. I agree this would be nice. Generally in D&D, “control” means spells, affections, actions, etc. which “change the playing field” is some way to your benefit and to your opponents detriment. So, Fog Cloud is a control spell because it changes the battle environment. My guess is that Whip has a control tag because of its reach property. At least all the weapons with the reach property have a control tag. I wouldn’t have considered that a control thing, at least not as obviously as a net, which retrains the target, but apparently the developers did. As far as I know, “control” isn’t an official category, but it is one used a lot in discussions about tactics, spell and character choices, etc.
This is what I was assuming, but I wasn't sure if there was some additional mechanic that I have missed out on. Thanks a lot for helping me clarify things! :)
Does control function as grappling or wrapping around a beam to use to swing like Indiana jones over a pit? or to grab something? I cant find an answer as well. You are not alone.

What does the "Control" tag listed on the whip mean? I have been unable to find it explained anywhere. Is there a place where all of the tags defined?
