The All Purpose Tool is supposed to give you access to another cantrip after 8 hours of concentrating with it, but it does not give a choice of cantrip. This, and the fact that you cannot override your maximum spells/cantrips means that the only way to add the new cantrip is a homebrew magic item that gives the cantrip.
Adding a way to override maximum spells and cantrips would solve this problem, as well as allow DMs to give their players access to more magic for whatever reason.
All-Purpose Tool, Amulet of the Devout, Arcane Grimoire, Bloodwell Vial, Rhythm-Maker’s Drum, Moon Sickle - These items currently grant their bonus to all spells, rather than just ones for the specified class. We will work on the required modifier to resolve this.
I'm not sure how I missed that, thanks for bringing it to my attention, although I still think a spells known/prepared and cantrips known override would be a good idea
That's also something the team is acutely aware of the value of. I believe it's been mentioned that the general/generic feature system should be capable of filling that niche
What about Rod of the Pact Keeper? Does it also not work, or does it work properly? If it does properly, what’s the modifier it uses? Trying to get make a similar magic item.

Rod of the Pact Keeper works as intended. The All-Purpose Tool also gives the +1/2/3 as it should, the only thing it doesn't do is give the extra cantrip

Yes please, i just added one to my new artificer and here we are.. how has this not been resolved?
Just want to chime in that in 2024 they still don't care! I've just homebrewed an INT version of eldritch blast since that's usually the cantrip I select. Otherwise, you just have to keep track of it and I try to pick up a cantrip like message that I don't have to roll anything for but it's still really dumb.

I just added the warlock initiate feat, took Eldritch Blast, ignored the other cantrips and spells, and modified the attack modifier to INT.
It does make you wonder how the new rollout of DnD One is going to function in DnD Beyond in a few months, when years old issues like this still linger from 5e.

Thanks for the idea! I forgot that we can add feats that give spells and just ignore most of it. Thankfully I don't generally take all my cantrips as ones that rely on spell mod, so I could just homebrew an int eldritch blast and give cleric initiate for guidance and then just pretend this issue doesn't exist for the time being.
