Yes. They can homerew their background, race or subclass to see options that add spells to the spells they can learn or prep. For spells that are added as known/prepped to use spell slots as additions to what they normally get from their spellcasting feature, you'd need to homebrew the subclass.

As a DM I would like to allow spell casters to learn and add additional spells to their known spells list. Is this something that can be done?
