If you're referring to the D&D Beyond Mobile App, there is currently no support for encounter building and combat tracking.
If you're referring to the mobile site, these options should both be supported by due to the encounter builder being in beta and the combat tracker in alpha, you may encounter some issues.

Is there any plan to update the mobile app to run encounters? I can't understand why this would be part of the website but not part of the app.
