SteelTheory asked about selecting a Custom Background then picking a Ravnica Guild as the "Background Feature" part of that which does not currently give you the associated expanded spell list.
That is because "Background Feature" and the "Background Spells" are different things.
For example, Azorius Functionary, the background feature is "Legal Authority"
Feature: Legal Authority
You have the authority to enforce the laws of Ravnica, and that status inspires a certain amount of respect and even fear in the populace. People mind their manners in your presence and avoid drawing your attention; they assume you have the right to be wherever you are. Showing your Azorius insignia gets you an audience with anyone you want to talk to (though it might cause more problems than it solves when you’re dealing with incorrigible lawbreakers). If you abuse this privilege, though, you can get in serious trouble with your superiors and even be stripped of your position.

If you are using the ad-hoc, in-sheet, customise option spells will not be added. This is because you are creating a very basic background and copying a feature for convenience. To add background spells (which, again, is a different thing entirely), you need to add that specific background. If you need to change something about the background, use the Background Homebrew Tool to copy it and make changes that way.
The backgrounds are working correctly. SteelTheory was confused on the different purposes of in-sheet builder "custom" options and the background making tool and seemingly unaware that Background Feature and Background Spells are different things.

Very well. Then, I will re-phrase: It would be convenient if the Custom Background also allowed you to select from background spell lists.
As if you were making a slightly tweaked version of a Ravnica background, for example. Quicker and easier than creating an entirely new homebrew background. It comes included with those backgrounds. So, if your DM has no issue with it; it can be a modular addition to another background.
I may have used the word "feature" to refer to the wrong thing. I doubt DDB will ever implement this. It's just that it's so close to being there, and would be convenient.
It should be noted the D&D Beyond implements the rules with the goal of tracking as close to RAW as the system will allow, and cannot create rules or modify them. The rules for custom background doesn't include background spells, so that's not something D&D Beyond can change.
If you want to create a custom background that includes background spells, your best bet would be to use the homebrew tools
