You only need to use the "outside the US" for physical purchases
The shipping address requirement is probably there for a SALES tax issue as many municipalities levy a tax on products (both physical and digital) that cross their borders. Would you prefer to have a petty Invincible Over Lord who decrees that you may only purchase what appeals to the current whim of the Invincible Over Lord?

You might be selecting the Physical+Digital option, because I can quite easily buy Digital products from Australia on the DDB site. If I want physical I have to go to the Wizards page.
