Do I need to own the 2024 DMG to use the 2024 encounter builder on the site?
There isn't a 2024 Encounter Builder unfortunately. The Encounter Builder still uses the 2014 rules.
Currently the only way to build an encounter with the 2024 rules is to use the Maps tool, which really isn't ideal.
But to sort of answer your question you do not need to own the DMG, but you do need a subscription to use the Maps tool and you would only see the monsters you have access to on this site (although if you're literally only using it to gauge the difficulty of an encounter, you could put any old monsters in of the appropriate CR just to see what the difficulty ends up as).

No. What we're asking for in the thread is to update the Encounter Builder to allow for 2024 creation rules. However, WOTC has decided that the Encounter Builder capability for 2024 will be incorporated into their Maps VTT, which requires a DM Tier subscription.
However, you can still use the existing encounter builder with all it's existing limitations for DnD 5.24, using the newly release 5.2 SRD.
On Page 202 of the 5.2 System Reference Document, there is a guide to building Combat Encounters for 2024. (P202 and 203 are worth a read).
There is a table called XP Budget Per Character. You use this to determine the 'maximum XP budget' for your encounter.
Watch the Encounter Summary, for the Total XP field. (Not the Adjusted one, that's for 2014)
When your Total XP exceeds your Maximum XP Budget, your encounter has gone up a difficulty. If you don't want that, remove some.
With the release of the 5.2 SRD, and the free to use Encounter Builder, you don't even need a subscription, as long as you have the books that contain the monsters you want to use e.g. Monster Manual.
So yes, you already have complete ability to use the Encounter Builder for 2024 encounters, right now. It's only limited by access to the monsters through purchases (or the Basic Rules).
