There has never been Content Sharing enabling for Hero Tier Subscription. Content Sharing enabling is only for Master Tier Subscription. Everyone can benefit from Content Sharing, but only if Master Tier turned it on in a campaign first.
For Hero Subscription, I believe they can access published homebrew.

Here's a post from July 2017 where someone explains how Master Tier gives content sharing, so no, it wasn't "quietly removed", it was never a part of Hero tier.
4. If you have the Master tier, the only reason your players need the Hero tier is so that they can create unlimited number of characters. All the "books" you have purchased may be shared with up to 12 free character slots. If you don't want to use those character slots then the players can sub to the hero level, but need not purchase the PHB, as they will be able to use yours on the Master sub. This includes any other "books" you may have purchased.

Anyone with a Master tier sub can enable Content Sharing in a campaign they are in - they do not need to be the DM. It is therefore likely somebody else enabled Content Sharing in your campaign. As the DM you get to change which content is shared (note this only affects the compendium access, options on a sheet are unaffected), regardless of who enabled the Content Sharing.
Another possibility is that your took a free trial for the Master tier and ended it and switched to Hero tier.
Yet another possibility is that people made homebrew recreations of the content. Homebrew is automatically shared with everyone else in the same campaign - no subscriptions are necessary for this.

In any case, as somebody who has been here since the beginning and had both tiers at different points in time -- Hero tier has never provided Content Sharing. Only the Master tier has ever done so.

The content sharing menu is available to the DM of the campaign as long as anyone in the campaign has enabled content sharing, not just the DM. So if I join your campaign and use my master tier subscription to enable content sharing for your campaign, you'll see the content management menu because it's your campaign.

It's an infinitely more likely explanation than anything else. Also doesn't seem that weird? Why should content sharing be something only the DM pays for?

Content sharing has required the Master Tier for as long as I've been subscribed (several years).

The content sharing menu is available to the DM of the campaign as long as anyone in the campaign has enabled content sharing, not just the DM. So if I join your campaign and use my master tier subscription to enable content sharing for your campaign, you'll see the content management menu because it's your campaign.

Yeah when my wife is DM, but I have the subscription, I can enable it, but I cannot control what's shared. That's up to whoever created the campaign.
