What do you mean by this? Pathfinder 1e or 2e? Do you mean Demiplane, because if so, that doesn't feature a build planner as far as I know (it's pretty much a D&D Beyond clone)
What would a build planner do that making a copy of your character and levelling them to 20 not achieve?
I don't understand what purpose this would serve that cannot already be done with the character builder? I've used it many times to plan characters for future levels. It's very useful and easy to do.
Can you please explain what specific things you would want this to have?

Edit: Having looked at pathbuilder it seems to be a character builder that takes the approach of having you build a full max level character and then as you level up, it applies the decisions you've already made. This seems easily achievable from a functional perspective by just making a level 20 character as your "plan" and then a separate one that you level up following said plan. What the OP is suggesting would seemingly require a complete redesign of the character builder for a mode of play that seems pretty niche to me, especially given that it can already be achieved.

Agreed that this is absolutely a good and current solution to OP's problem. One thing that I could see might be an issue is that I believe if you do not have a paid subscription you have a limit on the number of characters you can build, correct? Note: I could be wrong about this because I've had a Master Tier subscription for years so I don't quite remember how the non-paid site functions. If that is the case that they have a limited number of character slots, then taking up an entire slot for a "test" character might be problematic.
Maybe it is just number of active characters that is limited? In that case I guess it wouldn't be a problem at just do it in the character builder like you said.
Without the subs the limit is 6 characters. But the "plan" is a level 20 character with all the features chosen, to reference when actually levelling your character. You don't need to keep the character slot for that - just make the "plan" and then export to pdf. When levelling, check the PDF.

When re-making the beyond app, would it be possible to incorporate a "planner"?
I am looking for functionality where I can plan my character build ahead with the choices i plan to take on future levels.
