Yes for the beat only the Basic rules and SRD are available. Official books at the final release (price still to be announced).
I'd suggest having players choose Background before asking them what skill proficiencies they want for their class. The background ones are set (well, for many players, above poster excepted) while the class proficiencies offer more leeway, leading to situations where players miss out on skills because they choose class ones before being granted the ones that come with their chosen background.

During the creation process, it looks like every option OTHER than the class selection can be revisited and changed before finalizing the character (or editing it afterward). Not so for Class, however.
For example, let's say I want to try to create a tiefling warlock. Cool, I can select the tiefling race, then the warlock class, and proceed with the rest of the steps. Now let's say that during the creation process, I change my mind about the race, and want to go with Variant Human instead. No problem, I just hit the "Previous" arrow button until I get to race section, then click the "Change Race" link and select Variant Human from the list. Easy-peasy.
But what if, before I finish all the steps, I decide that maybe I don't want to play a warlock after all, and I'd rather create a Sorcerer instead? I navigate back to the Class Selection page -- and there's no link to change the class. No matter what I click on that page, the character I'm creating is locked as the class I selected during the first pass (in this case, warlock) -- and the only way I can see to change that is to create a brand-new character from scratch, making sure to select the class I absolutely want to play.
This may work for someone who goes into the Character Builder knowing what they want to create, but what about someone who wants to experiment with various combinations of race/class/abilities, etc., until they find one they want to keep? With no way to change the class mid-process, the experience of using the Builder can become frustrating and more time-consuming than it needs to be.
Simply adding a "Change Class" link on the Class page, functioning just as the Change Race link does to bring up the list of available options, would go a long way to making this process a lot smoother and consistent.
EDIT: I see now from the Release Notes that removing a class (and presumably, changing the class counts as removing it) is not yet available. Seems kind of cumbersome and awkward to have all/most other options changeable "on the fly" but something as integral to the character building process as class selection not be editable right from the start without having to delete/start fresh.
i re-created a Character of mine, a Dragonborn Fighter on lvl 1. The Characterbuilder gave him 12 HP without the Conmod for his Class, instead of the 10 he should have gotten before i manually corrected it

The background ones are not meant to be set. It's a core rule that they are suggestions and not set.

I would like the ability to go into the items section and then link the equipment to a character which I have created rather than have to go the full list in the manage equipment section of the character sheet and have to add them one at a time as they are only sorted alphabetically and seems like a waste of a good resource.
Chosing a Background and the selecting the "-- Choose an Option --" value in the dropdown brings up the spinning loading animation which sticks and will not disappear until page reloaded.
Any other bugs I've found so far have already been mentioned in the thread. Looks neat so far but not being able to access the full PHB yet is a bit annoying but understandable.

For the beat test only the material form the SRD and the Basic rules are available.
The other source books will be available at the final realease. The price for that is still to be announced.

When making a rogue, the drop-down menu for Expertise doesn't have an option for Thieves' Tools.
Also, for half-elf, under ability score increase, I don't think the drop-downs should have charisma as an option.
Edit: Moved feedback to homebrew feedback thread.
And as half-elf, you choose two ability scores to increase by 1, and then the +1 bonuses don't appear in the score calculations.

Monk does not seem to have an open hand option for weapon.

The paladin feature of channel divinity pops up twice as if it has two uses when it only has one.
