I bought the physical Eberron, rising from the last war, book and want to make characters using that content, but I don't want to buy the book again on the website.
Paying for the book on here is paying for the convenience of having it added to the character sheet without any work on your part. If you don't want to buy it here too, you can use the Homebrewing tools to re-create the relevant bits from the physical book you've purchased.
DDB is not part of WotC, they are a separate distributor, same as where you bought your physical books. They make money by selling access to content, they can't just give it away for free because you gave your money to their competitor.
You can just buy the options you need individually for a smaller price, have the options shared to you by someone who has made purchases, or use the homebrew tools to make options from the books (just don't publish them).
