Trying to help a friend with his spell list and when I look at his character sheet here on Beyond, I notice some of his spells are colored BLUE text and have a little blue icon above them that say "2nd" (in his list of third level spells). Does this just indicate that this is a previous level spell than has the option to be cast at a higher level? (and should not count against the number of prepared spells?). ie: I see this while looking at his 2nd level spells and seeing the ones in blue have the "1st" icon above them as well. I tried searching in these forums but could not find a previous post. Thanks!
There are spells that you can use with a higher level spell slot that improve in power when you do that. The high spell slot versions are show with blue text. The little "1st" thing reminds you that it's a first level spell that you are upcasting.
They do it that way because the tool has no way of telling what level slot you are using any other way. So they list it multiple times. You pick which level of slot you like, hit the button next to it, and it takes the new power level into account when the damage is rolled automatically.

So I noticed my friend has "Hellish Rebuke" listed on the 2nd level spells (which he gained from being a Tiefling at 3rd level)... and in the list of 2nd level spells it is in blue, indicating it is also a 1st level spell... and yet Hellish Rebuke does not appear in his list of 1st level spells. Does that mean he can not cast it at 1st level? (Or maybe he or DnD Beyond) just didn't add it to the 1st level list for some reason? Thanks again!

The Tiefling racial ability overtly can only cast the spell at second level. It is not considered a spell that the character knows, so they cannot cast it using spell slots, so only the second level version is listed.

No, he would not. A tiefling's racial ability says "Once you reach 3rd level, you can cast the hellish rebuke spell as a 2nd-level spell; you must finish a long rest in order to cast the spell again using this trait.". Basically, they can cast it once without requiring a spell slot, but can't cast it again until they take a long rest. It's just once-a-day thing they get in addition to any spells they know.
