I think there is a functional limit to the number of characters, but I don't remember what it is. Hopefully staff or a moderator can stop by and give a clear answer.
Part of the confusion in the earlier responses to your question is because it used to be the case that the limit was 12 characters, even though the intent had been 12 players. A while back they were able to change things on the backend so that it was 12 players, but if memory serves there were still some limits/issues on total number of characters that cropped up. Unfortunately I'm a bit fuzzy on the specifics.
Hey, just wanting to make sure I'm totally clear on this before I take the plunge and get Master Tier: once content sharing is turned on, players in the campaign can create and manage characters from their own DDB accounts, right? I want to share content with people, but I don't want to be the one in charge of building and leveling up their characters, not to mention managing them during gameplay.
To put it another way, does the process look like this?
I create the campaign and invite players from my account
I assign character sheets to players from within the campaign on my account
Players build and update their characters themselves from their own accounts
I know this topic is old but say I don't have master tier and I'm running a campaign with a couple people who do, can content sharing work or would the account that has master tier need tu be the one running the campaign for it to work?
Isn't there something where the actual Owner has to assign a person the Dungeon Master Role for that to work though? I used to have the sub but let it expire maybe a year ago. Planning on returning as a Player sub until I'm certain I want to go full in again.

Nope. Whoever starts the campaign is automatically the DM.
Looking into upgrading to Master tier to run a campaign, just want to understand one thing...
If I have the adventure book Ghosts of Saltmarsh, and I enable content sharing for the campaign so my players can have access to the new content for their characters (items, backgrounds, etc.), does that give them access to the full book INCLUDING the campaign information, or does it just enable the character content automations?
Simply put, if I enable content on Ghosts of Saltmarsh, and my player tries to access the sourcebook on D&D Beyond, will they have access or not?

So long as at least one person in the campaign (doesn't have to be the DM) has a Master Tier subscription and content sharing is turned on for the campaign then everyone in the campaign will have full access to everything everyone else owns. This includes any shared options in the character builder and the ability to download the full book on the app to read or to read on the website. They'll lose all this access though if they leave the campaign (that's why a lot of us are still in shared campaigns that we actually stopped playing years ago)

The campaign owner (or maybe the person who enables sharing, if they're different people) can turn off access to the book's text, but not to the character-builder stuff.
ok So I found this when modifying content management:
Blocking a source will hide compendium content to prevent players from reading it unless they own it. No options or content will be removed from other tools such as the character builder, character sheet, or encounter builder.
after testing it, what do you know, it works as advertised. books can be blocked, but character builder continues to have all the content, That is excellent.
Is this information, especially the part that says "turning content sharing on for a campaign means that any content unlocked by any participant (player or DM) within that campaign is available for all players and the DM for use" still up to date?

Yes, so long as at least one person in the campaign (doesn’t have to be the DM) has a master tier membership and sharing is turned on for that campaign anything owned by anyone in the campaign is shared by everybody

The limit on players is 12, the functional limit to characters I believe is 99.

I think you'd have to disable content sharing for the campaign in which they have characters in.

Anyone in the campaign can activate Content Sharing.

really, disabling a book leaves the book's feats available to characters, but stops sharing the book content ?
