another option is to use a program like 'Bluestacks' it allows you to emulate an android phone and run android programs on your PC, I've put it on my laptop because that way I can load up the books on the laptop even when I don't have an internet connection
That you've downloaded it onto your phone is irrelevant- I don't believe that there is a limit on how many copies you can have. I have it on both my phone and my tablet.
The problem is getting it to download on to your PC rather than just accessing it via the Web. I don't believe that there is an official way, as it were. Others might have solutions, like the one above provided by Calexus. I just wanted to address the already downloaded aspect.

I was wondering whether hybrid laptop/tablets or chrome books allow for the Beyond App to be loaded onto them?

If you're looking at something running android or iOS, then you shouldn't have a problem with the beyond app, for example a samsung galaxy Tab will run it. If your hybrid version runs windows, for example a Microsoft Surface, then you won't be able to run it on there without a work around, such as bluestacks that I mentioned above. Chromebooks, I personally don't have experience of, but you should be able to use the beyond app, although you may have to download an apk from an android phone and then install the apk directly onto the chromebook
