Hello, I am DMing a new session and I decided to go with D&D beyond so I can better handle character sheets and stats (vs having to pencil, damaged papers - etc.) However, one of the players owns a few of the digital books on Beyond, and I do not want to repurchase these books. Is there a way he can share this content with my campaign, or would he need to be registered as the DM?
If they are a Master Tier Subscriber, they can share content with all members in those campaigns (up to 5 campaigns at the moment I believe thanks to Corona - it's usually 3).

Allows you to create an unlimited number of character slots
Allows you to save published, public homebrew
Grants you access to features in alpha such as the combat tracker
Allows you to share content you own on D&D Beyond with players in your campaigns (up to 3 campaigns of 12 players each)
Allows you to share all content owned by all players in a campaign you've enabled content sharing in, not just content you own.

Just to chime in. Either you, KayBayKee, or the other player needs the Masters Tier subscription and enable content sharing. However, whoever turns on content sharing would have to be the technical DM of the campaign, so it I believe makes sense more often than not for the DM to be the Master Tier holder (it's almost like the pricing was designed with that in mind). I'd say the content sharing feature is probably the greatest value to me out of the whole DDB toolset.
I think DM also gets access and edit ability over all players characters in the game, another reason for the actual DM to be the Master Tier holder.

This is incorrect. I'm in a campaign right now that has content sharing enabled by someone other than the DM - as in, there's a different name mentioned after DM than the one mentioned as having enabled content sharing.

As pangurjan says, anyone in the campaign with a Master Tier subscription can enable content sharing for the campaign not just the DM. When content sharing is enable, all material on D&D Beyond owned by anyone in the campaign is shared with all participants.
Really? That seems, not fully thought through, or at minimum could be a sort of pain for DMs who explicitly ban certain books from their games yet players are enabling them. Does the DM have the ability to manage content sharing then?

Its is exactly like that. Campaing DM controls what is shared (ie I share all rulebooks in my campaings but adventurers are not)

Oh, ok, so if I create a campaign, and I'm not Master Tier, but a player with master tier joins and toggles content sharing, I still have the "content management" button and can toggle books on and off as I see fit from what the player made available. Did not know that, thanks. This may help me get some players try out DMing their own campaigns.

I believe the toggles in the Campaign settings available to DMs only prevent access to the Compendium entries for shared books i.e. it stops players reading the book (unless they own it themselves) but all sources remain in play within the character builder.

It actually blocks access to that source in character builder also (unless ofcourse player itself owns the book). IE if in my campain I block Critical Role content (Wildemount and Ravnica) then nobody can do Gravity Mage except players that own those books (and even then I believe they have to do them "outside of campaing" and just import ready character to my campaing).
