In my experience, Barkskin is generally used with Wildshape - almost everyone can have an AC of 16 or better by level 4 using armor, magic, what have you. Bark skin puts your AC to 16, even if you're a giant ape that normally has AC 12, or a tiny lizard with AC 10.

1. Does the barkskin AC bonus get to a total of 16 minimum or can a shield still add its AC Bonus?
2. do you pick a level spell slot for a spell before or after you roll your to hit dice?
3.in druid level chart it says level four gets "wild shape improvement" , but it doesn't say anywhere what that is

Barkskin sets a minimum to the AC and shields do not work with it. If your normal AC plus the shield overcome 16, then Barkskin is useless.
You select the spell level before doing any spell attack or damage roll.
Wild Shape improvements are explained in the table of the Wild Shape feature. They are about the CR and speed limitations.
