So basically I'm creating a character that starts off with the basic, wizard going into school of necromancy, from there an atrocity happens blah blah backstory stuff, now they have the desire to at some point eventually become a lich like entity, but before they get there they want to research as much into necromancy as possible..
Now, going down the route of just levelling up a necromancy wizard isn't very fruitful after around level 6
I've looked into the death domain cleric as a possible multiclassing option but are there any better options out there? Also what are your thoughts on 'not necessarily evil' aligned necromancers?

Depends on how high of a level your campaign will reach. If it goes all the way up to 20, then I would advise against multiclassing. The power of wizards comes from the huge variety of spells they have, and multiclassing signficantly weakens your spell progression, and it gets worse over time in my opinion. I do not really see death cleric offering anything substantial for a necromancer.
- Level 10 necromancy wizards can cast Create Magen without suffering the HP penalty, and Magen are a critical backup force that does not suck up your spell slots to maintain control, and they can serve as more elite mooks in your army. - At level 13 wizard, you have access to 7th level spell Finger of Death to create zombies that do not require your spell slots to maintain control, as well as access to the previously mentioned Create Magen. - At level 18 wizard, you can spam certain low level spells as if they are like cantrips. - At level 20 wizard, you can cast Animate Dead and Summon Undead once for each spell per short or long rest for free; the former makes it easier to maintain control over parts of your undead army, and the latter gives you more tactical options during combat.
If you still want to multiclass regardless, death cleric might help if you plan to fight on the front lines with your undead army, but that is about it.

I do not care how outrageous or boring my player's character concepts are, I accept them all. A neutral or good necromancer is not anything too out of the ordinary. However, I am not your GM, so my opinion is not really relevant, so talk with your GM if you have any concerns or doubts.

I agree with XXXGammaRay, just stay Wizard. I played a neutral Necromancer in CoS. A resurrection (on him) went wrong so he studied necromancy to, one day, cast clone.
I think it just depends on the RP to be honest. Don't be an idiot and bring bone bros into a town (I chucked half-dozen into my bag of holding).
Clerics use the spirit of their ancestors, why not use the bones of your enemies?
