Explorer's Guide to Wildemount reprints both of those species, yes. You can't buy them individually from EGtW because they're sold in different packs, but purchasing that book should give you access to both species.

If I buy Explorer's guide to Wildemount can I acess all of its content in character builder? Like Tabaxi or Tortle?
