As SagaTympana said, if the wand says you can expend X charges or do X to cast a spell, then that counts as casting that spell. However, if the spell from the wand is a cantrip, then you can cast the Hellish Rebuke or Misty Step on the same turn as it.

Right, and to add onto this just a little bit, as long you're not casting misty step (or any other bonus action spell), you can cast hellish rebuke and whatever spell you want with your action. The limitation on spellcasting to one-action cantrips only applies if you're casting or have cast a bonus action spell. With no bonus action spell, the only limitation on your spellcasting is what actions you have available to cast.

If the wand’s description says “you can cast the whatever spell” then yes, you’re casting the spell, so no, you can’t cast a bonus action spell.
