I was looking at some non-official books and saw some really great races and character options, but didn’t know if I could publish it using the homebrew tools on dndbeyond. If not, could I still make the homebrew privately and only use it myself?
You can definitely do it privately. You should have an actual and legitimate copy of it for yourself, but you can homebrew it onto DDB for your own use.
Publicly, I don't know - but I highly suspect not. IP holders wouldn't take too kindly to DDB allowing people to pass around their stuff for free.

Campaign sharing is considered to be personal use to dndbeyond though I suspect if a content creator somehow saw your campaign and requested dndbeyond take it off they would.
You cannot publish it, since it's not your own creation. You can create it privately and share it via a campaign without publishing it, that's allowed.
