Last I checked, there's no specific rules for PC Lycanthropes in 5e. As such, it's likely entirely up to your DM if you become a werewolf to begin with, let alone a magical one, let alone one that has to worry about spells and such while in their more bestial state.

...Still, calls into question whether the personality that's taking over possesses any sort of command over your powers, or whether the creature's mind is too bestial to comprehend the complex nature of spellcasting. Something tells me that your typical werewolf will be less interested in casting, and more interested in consuming.
Are PC Lycanthropes able to speaking and/or spell cast while in Hybrid or Were forms?
As others said, up to the DM.
I'd say in their human and hybrid, yes. As their full werebeast form, no.
I am currently running a campaign that's all my own where the party is stuck on a cursed island where there is no day light - a constant lingering darkness and clouds loom over the island non stop - but if they go to the beach, way off in the distance they can see the sun. The island as a part of this curse, allows people - once they reach their maturity - they essentially become immortal (the aging process is dramatically slowed down). This is because the main person on the island is a vampire; and he wants his "food" source to be around and breed and make more food source. A part of the problem is lycanthropy began to run wild.
So people, since their age has slowed down - most of them have learned to control their lycanthropy - and it's been passed down genetically, and when this happens, it's easier to control for the descendants. So right now, one of the party members is dating an NPC who is a wererat and they know it; but she's in control of it.
So it all depends on your DM, on if they allow it to happen (as stated, the DMG or whatever, says if your character is infected, you lose that character essentially) - but depend on your DM, the world, etc - it can still work out.
since paws are different from hands it would probably be hard for a PC to perform somatic components as well. think about it could a bear of wolf make the full range of gestures that a humanoid could?

Up to DM, the rules say such character can’t speak while in animal form.
