Under the present 5e rules, that is what the rules seem to indicate. OneD&D, the next iteration of D&D, is presently in playtest and opening the door to Haf-X, Half-Y is one of the changes they indicated they will be making.
While we are still in 5e, this is something you can always ask your DM to do - as long as it is a flavour and visual thing and not a mechanical thing and you rely on an existing race for the stats, most DMs would probably allow it.
Is it possible to be a dwarf-draconian, for example?
In earlier editions you had Half Elf and Half Orc and both were half human. But most recently in 5E, I believe starting with Tasha's, they added Custom Lineage so you can be any combination you want or a new race/species altogether. One D&D is doing away with Half Elf and Half Orc and you can just choose two species and pick one for your stats. UA Here which reads:
CHILDREN OF DIFFERENT HUMANOID KINDS
Thanks to the magical workings of the multiverse, Humanoids of different kinds sometimes have children together. For example, folk who have a human parent and an orc or an elf parent are particularly common. Many other combinations are possible. If you’d like to play the child of such a wondrous pairing, choose two Race options that are Humanoid to represent your parents. Then determine which of those Race options provides your game traits: Size, Speed, and special traits. You can then mix and match visual characteristics—color, ear shape, and the like—of the two options. For example, if your character has a halfling and a gnome parent, you might choose Halfling for your game traits and then decide that your character has the pointed ears that are characteristic of a gnome. Finally, determine the average of the two options’ Life Span traits to figure out how long your character might live. For example, a child of a halfling and a gnome has an average life span of 288 years.
The rules are more like guidelines than actual rules.
As long as you retain the mechanics of a race or class, all of the flavor and lore is up to you and your table. By using Tasha's Custom Lineages, you can literally create whatever you would like from scratch, even if it's a half-plasmoid half-centaur half-onion hybrid. You just won't get unique tailored racial traits.
Similarly, if you want your character to punch really fast, then you can simply say your 1d8+4 unarmed strike is actually a super fast series of punches that are just individually not very strong.
My sister has a Half-Orc Ancestral Barbarian whose other half is Dwarf; she uses the Half-Orc traits but has the stature and beard of a Dwarf, and calls herself a proud "Dorc".
