For my GM playstyle, I'd say either a Cloud Giant or Young Blue Dragon. Both can, on top of being pretty strong stat-wise; pick up a player, fly away, and drop them for funsies.

If you're not willing or able to to discuss in good faith, then don't be surprised if I don't respond, there are better things in life for me to do than humour you. This signature is that response.
This amounts to "what monster did they do the worst job of assigning a CR". The abominable yeti is surprisingly dangerous, because paralyzed results in auto-crits -- 90 damage in a single turn isn't a super unlikely outcome (if the target fails the initial DC 18 constitution save, the two subsequent claw attacks are averaging 35 each). The young silver dragon with its paralyzing breath can cause similar issues.
You read the title, (I hope) but yes what is the strongest, or most powerful Cr 9 out there?

Nothing more deadly than physics.
Yes, both Cloud Giants and Young Blue Dragons are.CR9. I'm not sure why that would be surprising.

That is fair, I didn't even know there was a Yeti!

My vote would go to the Hydroloth but mainly due to its 1/day attack that effectively feebleminds a target.
