Can you make a custom lineage character based on a changeling that is still able to change form? Or based on a dwarf that still gets dwarven resilience?
So just a straight-up better version of those races? No, that's not what a custom lineage is. They're chosen instead of a race, not added onto an existing one.
So you get the bonuses of the Custom Lineage on top of native ones?
RAW, no. Custom Lineage is it's own thing, as much as an elf or a dwarf is. It's like asking if you can be both a dwarf and an elf.
You might be able to persuade your DM...but for me it would be a hard no. What I would allow (and this is a houserule, not what the rules say) is for you to say that you're an Changeling. Your mechanical bonuses remain as the Custom Lineage, but you qualify as an Changelings for things like racial feats (are there any?), how people treat you, etc. I wouldn't let me you just add the bonuses together for a super race.
If you're not willing or able to to discuss in good faith, then don't be surprised if I don't respond, there are better things in life for me to do than humour you. This signature is that response.

Can you skin you character to look pretty much anyway you want and have the flavor of basicaly whatever you want (elf, rabbit person, fairy, swan person, whatever) as long as it doesn't affect what they can do in the game , but then they are limtited to what it say that Custom Lineage creatures get for features, in terms of what they can do? (and I suppose that is unless the DM approves something more)
I have the impression that the feature set for custom linage is considered pretty strong, because it tends to get used fairly often in optimized builds.
Also. if I am correct in my assumption about being able to customize how they look and the flavor to your preferences, is this something that most people who play Custom Lineage charcters actually do, or are they mainly choosing Custom Lineage in for the features?

Yes, the feature set is extremely strong. They're a somewhat better version of the variant human, starting out with a free feat while also having darkvision. They only get a +2 in their ability scores, as opposed to the +2 and +1 that most races get, but that turns out to be extremely negligible when weighed against the free feat. I don't know about "most people", but I have never personally seen them used for anything other than optimization or muchkin purposes.
I only allow players to use Custom Lineage if they want to play a mixed race or something from the Monster Manual that doesn't already exist as a player race. So they couldn't use it for an elf or a minotaur. If the stat block has darkvision they get that. Otherwise they don't.
Custom Lineage only has exactly what it comes with. Mechanically you're not a dwarf. You can't even choose dwarf specific feats. However when I'm DMing if you wanted to be the child of a dwarf and elf I would allow you to choose one of those racial feats as your starting feat.

Custom Lineage only grant a feat, language, and a skill proficiency or Darkvision. Anything else would require DM's approuval.
