When I make my characters I role 4 dice, take the lowest value away and add all the others up. Is that an okay way of creating score values. Also, do I allocate the scores to the skill in order of what I rolled. For example, if I had a total score of 13 on my first roll, do I have to put that score as my strength or can I choose a different skill? When someone says max level is 20 does that mean if I have a dex of 18 I can only increase that score by 2 only, unless by magical means?
The way you generate the ability scores can vary from table to table, the method you've described here is a very common one. I use a 72 point system, then add racial modifiers. There's also straight 3d6 or even point arrays as is describe in the PHB I believe.
The way you allocate your points is also varied, the way you have described allows a player to use their stats to maximize and guarantee the class choice they want. I've played games where you roll, put the scores down in order and then choose your class based on the stats. I've also played a game where you choose a class then roll your stats.
As the other two have said: yup 20 is max stat naturally.

Yes.
You can assign the numbers you rolled to any ability score, regardless of order.

We go with a 4d6 drop the lowest, re-roll ones, and assign to stats as you see fit.
Although we do have one player who never seems to roll below 16, I really need to check his dice.
