Without gaining anything from Race or Background, and without factoring any at-will 1st level spells (since they're still not cantrips even if cast like one) without multiclassing I got 16 cantrips.
Warlock
Celestial Patron (Gives Light and Sacred Flame) [2]
Number could be increased with certain backgrounds that granted feats or different race choices.

DMs call, still you can always have two Magic Initiate feats, one from a background trait Astral Drifter, and one as an ASI. You can also get cantrips from other Feats, I was just being lazy and picking Magic imitative.
Feats with Cantrips:
Spell sniper
Telekinectic Eldritch adept Aberrant dragon mark Strixhaven Initiate (2)
Several also add more spells to your list including Cantrips, but you get no extra slots.
Also using Undying for an extra Cantrip, I always forget about Celestial having two... but as the person above had that no need to copy. Also now thinking about other ways to add cantrips, as there are some magic items with cantrips.
With taking out the 1 level in Sorc, and only one ASI Magic Initiate (Sorc)

I heard warlock can get 7 by pact of the tome but I don’t know much else, everything else seem to involve multi classing
You could say about race but im more interested about a specific class which can give you the most https://100001****/
Using a Warlock tome, Background with a cantrip, and High Elf. If I planned carefully, and multiclassed, I could get more.
