Given the release of the updated core rulebooks over the next eight months, I was wondering if a new starter set is also being created to replace the 2022 starter set.

Nothing announced. The original 5e core books came after a starter set. 4e did the reverse. Outside of D&D some publishers will put out a starter set as a demo ahead of the core book, some will put out a starter and a demo at the same time, and some will put out a starter after the core. Each method has its own logics.
Part of me wonders if WotC believes they've largely exhausted exceptional further growth in the player market, and thus with the new core, they're trying to basically recapture the existing D&D market with a refreshed product line. Then, after those refreshed players presumably embrace the refreshed line (presuming the new core is successful), put out a starter kit to help those players introduce the game to non players.

There will be a new starter set based on I believe it is Keep on the Boarder lands. We have a bit to go before it launches though.

Not a clue, but it is likely.

Jander Sunstar is the thinking person's Drizzt, fight me.
If they had OneDnD in the works, why did they release one in 2022, We still could get LMoP and Essential Kit box sets.
They could have released DoSI this year with updated rules.
