Unassigned characters still do count against the normal limits, similar to normal characters, at this point. The only real difference with those characters is that they are up for grabs by anyone in the campaign.
Unassigned count, but Deactivated don't. If you have anything in there you don't need active but wish to keep around (perhaps like a dead PC) you can deactivate them.
I can’t find a clear answer to this question since they updated how campaigns work. Do unassigned characters count towards the 12 player limit? So say if I have 6 players and 6 unassigned characters, could no more people join? Could they still join, but would have to claim a character?
I currently have a campaign with 14 active characters and two unactive characters and four players including myself (two other players play off PDF emailed to them).

I don't know what the limitations for the campaign is as far as characters. In my case, I mean, a lot of them are owned by me, and I got the master's tier, the other three members are not I believe paid subscribers. But basically from my experience I think the limitation is on actual players in the group (since what they're probably doing is protecting content sharing from excess). Should say I don't know what documentation D&D Beyond provides in this regard, I'm just reporting on my own experience for the past year and a half or so.
I stuck a whole bunch of characters in a campaign once, if memory serves at least two dozen. Didn’t make any difference for the players, they could still add new ones. If there is a limit on character sheets per campaign, best I can say it’s “a lot”.

Unassigned characters count as being owned by the person who last owned them, until they are claimed. Because the sharing limit is based on players, not characters, they don't count towards the sharing limit.
I don't know how well I explained that, so here's an example:
Anna makes the campaign and invites Beth and Charlie
Beth makes her own characters, and Charlie makes three. The campaign is at 2 out of 12 of its sharing limit (because it only counts players, not characters)
Charlie then sets two of their characters to unassigned. The campaign is still at 2 out of 12 because those two unassigned characters still count as belonging to Charlie (and will appear in Charlie's 'My Character page) until someone claims them.
Beth really likes one of Charlie's characters, so she claims it. The character now belongs to Beth (and appears in her 'My Characters' page), and the campaign is still at 2/12
Anna invites Dominique to join the campaign. Dom doesn't want to make a character, so claims the last unassigned characters, which now belongs to her and appears in her 'My Character' page. This brings the players count in the campaign to 3/12; Beth, Charlie and Dom. If Anna was to make some unassigned characters, it would bring the count to 4/12 as she would count as their owner until they're claimed (The DM counts towards the 12 player cap if they have a character in the campaign)
I checked here https://dndbeyond.zendesk.com/hc/en-us/articles/115011257067 but it doesn't seem to specify if unassigned characters count against the 12 player limit. Is it 12 characters total or 12 unique player accounts?
