Didn't the pre-order very clearly say it was a digital mini for Project Sigil? Unless you're confusing the Token for the Mini. There are tokens (pucks) for a lot of monsters, but not digital minis for all of them yet and it sounds like maybe you haven't redeemed your code for the gold dragon mini (or haven't even received your code yet)
1. It said it was for the VTT and so to me, it was clear that it would be digital. Granted, the use of the word "mini" could be slightly confusing, but seeing Sigil released, it makes sense now and, again, it's for a VTT.
2. It's not a 2D token. It's a 3D token*.

As can be seen in the parts bolded above, they twice mentioned this was a digital bonus, which was further affirmed by clarifying the digital miniature would be released with the VTT. Not only did they clearly not intend to deceive - they doubled down on clarifying it was not a physical miniature. Any confusion was the result of the reader’s error, not Wizards.
Also, maybe “nothing would have been better” to you… but for a lot of people, that is going to be a worthwhile reward. Just because you do not want something, doesn’t mean everyone would not want it. Heck, if it was a physical mini, plenty of folks would think “darn it, that’s not something I would use - I only play via VTTs.”
yeah they were clear it was just a digital mini for sigil, or "the up coming 3D VTT" I was under no illusions of anything else. Nor did I buy the bundle for the mini. Hells as the DM I doubt the WotC 3D VTT will stop me using R20 & Talespire. I can import objects into Talespire and use them with my players. Unless Sigil can do at least that much I wont be using it.
I feel like the wording is clearly intended to deceive, and deceive it did. Thanks for the free 1MB image. I could not care less about it.

Hilariously, anything else would have been better and also nothing would have been better.
As a side note, Project sigil was totally worth downloading and not being able to run on Mac, so it's a win-win.
