You are sent to investigate the activities of a Demonic Cult only to discover that the Cult is led by a Stalker of Baphomet and their Goristro second in command who are building an army of Minotaurs, Demons and Tanarukk to attack a City. The Cult's stronghold is a Giant Fortress Maze.
A bit of a side comment but Goristro as written in the MM are giant, dim-witted engines of massive destruction. I wouldn’t personally also make one intelligent and reasonably patient enough to be a leader, but you of course can do whatever you want with your lore.
Love the idea, you could even tie it to the demonic Cult of the Horned King and may be have the Giant Fortress Maze eventually link to Baphomet's Endless Maze in the 600 layer of the Abyss. Through demonic rites of corruption, these Fiends could taint nearby tribes of Orc and Barbarians, turning to abyssal magic to make Tanarukks and Minotaurs army for the Blood War.

Why do the demons want to invade that particular city? It’s important to give your villains motivations beyond “destroy.” They could have picked any city, any place in the world. Why did they pick this one?
The Goristro could be the personnal guard of the Stalker of Baphomet with second-in-command for facade or even more. Some hulking Goristro sometimes bears a palanquin, carrying smaller demons on its broad shoulders, much like an elephant carries riders on its back, so it could even be Gargantuan size and serve as mount for example, Bjorngana the largest known of it's kind was ten times the size of most Goristro, walking around the Abyss with a small village of Araneas living on his back and shoulders to give you an idea. So this Goristro could literally be the war vehicle carrying troops and commander if you want!

Maybe the city is Neverwinter. The place is known for it's craftsmen. Or maybe Waterdeep, a city known for it's artisans.

Ok. We’re on to something. Why do they want the craftsmen or artisans? And why not just kidnap the individuals they want instead of going to the risk and hassle of invading an entire city?

It's kind of... generic? You're working from a concept of "maze oriented monsters", which is fine, but motivation is unclear, and there's no particularly interesting evil scheme.
