I like the backgrounds for the new rule set but would love to customize them a bit to tweak the background without losing the new feat bonuses. Skilled from noble is key to my alchemist but I would love to change out darts as my gaming tool for a proficiency in water vehicles to reflect my sailing experience for example.

While this doesn’t really answer your question, it seems like they’ve done away with vehicle proficiencies in ‘24. (With the caveat that they’re still in ‘14, so they do still exist.) But no one seems to get them anymore and there’s no mention of them in anything. Of course I could be missing something.
I think at this point it’s meant to be a, work with your DM, type situation.

Yeah, they pushed back the release to November. I got an email about it. There was a defect in the hardcover books.
I am not going to refer to it by the Gregorian Date. We can call it DnD1509DR.
