It says they are faster because they get an extra attack. The closest equivalent in 5e would be the Haste Spell, this gives an extra attack plus increasing speed and a couple of other effects but has the benefit it’s not limited to dwarves

Although they have missed off some of the fine print of the original spell, namely the definition of an axe for the purpose of the spell and it not stacking with Haste and that a slow spell can negate its effects.

I found that it doubles the attacks for each axe weilded

This spell does not exist in DnD 5e. It's from the 2nd edition.
