I’m not well-versed in homebrewing on here, but it sounds like the reliable talent feature some other classes/subclasses have. You might look at those and see if you can reverse-engineer it.
As Xalthu says this is basically a Rogue’s Reliable Talent but for initiative and that’s not represented mechanically on this sites character sheets, you roll a dice and if it’s under a ten you just round it up yourself. With that in mind you’re probably best off just telling the player it’s a subclass feature and let them deal with it rather than knock yourself out trying to get it to work on the homebrew

can I add this feature to a homebrew subclass?
When you roll initiative, you can't roll lower than 10 on the d20.
Why not just give every PC a standard # that never changes. 10+dex bonus.
I don't know if you can make it work with D&D Beyond, but you can simply write it out.
Since OP wants a subclass feature, I don't think this is helpful.
