I would love to know if there is like a magical Costco out there with stacks of Cloaks of Displacement. I have yet to see a character sheet that does not have one of those on them. It's becoming a standard item for D&D players right next to the Helm of Awareness.
2) Stops working on a hit in 5.5/2024 till next round.
3) It is an illusion and a ton of creatures just ignore them. Even bats for god's sake.
4) Being rare, for anyone that cannot cast dim door, a cloak of the mountebank is better. No attunement, 1/day dimdoor will get you out of grapple/restrained/ etc. and cross massive distances with your ally.
It's not like your party inhabits the same world as every other party, though. Sure, every Forgotten Realms campaign takes place in Faerun, but there's an infinitude of Faeruns. Each party is having their adventures on their own Faerun, where maybe a handful of people in that world have a cloak of displacement.
I've never seen one in any of my games, neither players asking me as DM or a DM giving them out when I play. As Xalthu says might just be the people you're playing with
I think it's a pretty safe bet to say that your experience is an outlier and that no magic item is at 'every' table. I would guess that even people who've played for a long time and who play at many different tables might never see a Cloak of Displacement at all. I would also think this is probably true for every other specific magic item, even those that are much more common (e.g., a Bag of Holding).

I'd go so far as to say that if a magic item actually were as ubiquitous as that, it shouldn't exist.
Never seen anyone use a Helm of Awareness either now I think about it
Same, although it's new (in Eberron - Forge of the Artificer) so it's not like folks have had much of a chance to use it yet

It may be common in games that allow people to buy magic items. IIRC the only one in the games I'm in comes from that source.
assuming you have a good AC it is a fantastic item to get. if your AC is mid to low not so great. in campaigns where players have some choice over the items they get like the organized play ones I'd expect players who get their AC to a good level to take it. if your Ac is 13, like my current warlock probably not. Though we don't get to choose our items so i will get what the DM hands out, and i am not expecting it.
it has its limitations but not many creatures ignore it, and again if your AC is good the odds you are hit early in the round is pretty low. So it will help you avoid a ton of hits across a campaign. eventually enemies just hit outside the most dedicated defense build, but campaigns usually end before you get to that level of play. if yours keeps going you should probably phase the cloak out around then.

As a player and DM who’s been in lots of different campaigns playing continuously since 5e came out, we’ve had 1 ever. Maybe it’s just your group?

I second cunning smile comment above.
How are all of these characters getting them? Is the dm passing them out like candy?

The only one I've ever seen played was when I purposefully placed one for a Paladin who was the only frontliner in a small group.

It was available as an infusion for the 5e Artificer (added in the Tasha's Cauldron of Everything version) but I've never seen anyone use one either.

I've only seen one.
