I have a group of players that are kinda new to D&D and I was looking over their character sheets and noticed one of the players had 3 feats at level 4. I promptly told him you had the choice of one feat or taking the ability score improvement. He ended up taking the feat but know he can not remove one of the feats which actually turns out to be a racial feat from XGTE. The feat is the racial feat of the high elves fey teleportation. I was looking over his character sheet and he is a wood elf and he says that he can not find any where to remove it. So my question is do I have the ability as the DM and person in charge of the campaign to help him modify his character sheet. Also if he has indicated on his sheet that he is a wood elf why would he even get the Fey Teleportation racial feet on his character sheet?
the campaign owner (usually the DM) can indeed edit all of the characters in that campaign.
On each character sheet, it is possible to add feats outside of normal progression by clicking MANAGE FEATS in the FEATS section of the sheet.
You can also remove them here.
This facility was added as a result of numerous requests to allow ad-hoc feats to be awarded, as a result of training, or campaigns where DMs award all characters an additional feat at 1st level as homebrew rules.

I know see all the option to add and remove feats when I scrolled down to fey teleportation it says "from Rogue" and does not give me the ability to remove it. Not that it is a game breaking feat it's just not fair that he gets technically two feats and the others players do not. So is this a bug or where else can I remove this.

If it says "from rogue" that means he got it as his level 4 ASI and is not the source of the extra feat(s).
Also, the DDB character sheets list a feat's prerequisites, but does not enforce them. So other XGtE racial feats will also show up as options, and it is up to the players to not pick them.

I managed to dig around more and found a place to remove it I just went back into the edit area of the character sheet.
